Fluval E series heaters... Experiences?

Hi all

So just been setting up my tank and all in place. My new fluval e series heater is placed directly under my water outlet and is displaying LF (low flow) occasionally...I literally could not get it any closer to the flow...

It doesn't seem to be heating the water at all. It is flashing blue on 21.5 and has been for the past couple of hours.

Any help would be greatly appreciated
