I'm getting ready to purchase 2 md40rxt pumps for my 90 gallon . Pumps are rated at 1360gph.They are circulation pumps not pressure pumps.I will be using one for return pump the other for a etss reef devil skimmer deluxe.I use a overflow box system rated at 600 gph.

Would this be to much flow for the return?
Would I need to buy A Higher rated Overflow Box?
Would this be to much for the skimmer , they recommand a 700-900 gph pump?

any insight would be appreciated...

Depending on the capacity of your overflow, it may or may not be.

The recommended flow thru a sump is 5-10x the tank volume. I would buy a smaller pump.

If the pump is rated at 1360 and they recommend 700-900, I would say it's too much.

Look into a Velocity pump. They are way more quiet than the Iwaki. I have a Gen-X (basically same as an Iwaki) in the basement and I can hear it upstairs at the tank.
