Is it ok to install a heater upside down?

If it is not a submersible heater, no. And to be honest I am not sure you can install a submersible heater upside down either. May I inquire why you want to install a heater upside down?

It is submersibile. Anyway, I want to install it upside down so I can come up from the bottom, instead of having wires hanging down from the top

I honestly don't know with a submersible heater but I would imagine you could do it.
