Help with new 55gal equipment setup.

Hey All, I recently setup a 55gal tank that i want to eventually turn into a reef tank. It has been setup for about 3 weeks and has about 30 lbs of LR a tomato clown and a 3 stripe damsel from my previous tank. I have alot of oily film on the surface of the tank. My return and 1 powerhead create alot of surface movement so i dont think that is the problem. I'm running a sump with a protein skimmer as well. Im thinking the hob overflow might be the problem..so any thoughts on how to get rid of the surface film would be appreciated. Thanks John
 
Here is a pic of my overflow....my return is a Rio hf10 rated at 360 gph at 4 ft.....overflow rated at 300 gph.
