The filter is where all the good bacteria that keeps your tank well lives. You should rinse out your filter in the your PWC water and then put it back into your filter. Only replace filter when it is falling apart.

A lot of people, myself included, don't use carbon anymore. I stopped using it because I don't want to recycle when I have to replace it. It also can take mess or ferts out of the water column, so is a pain in the neck to deal with there.

So, my suggestion is to remove the carbon if there is any and use the filter media until it starts to fall apart. When it's starting to, get new filter media and run it with both in there for a while to seed the new media.
