I stumbled upon a free 10G setup on craigslist so jumped and ran over. Well it's great, it came with a lighting hood that contains 2 incandescent bulbs.

How can I tell what color temp they are and if I could have plants with this setup. The are only 15 watt bulbs so I have 30 watts total.

Incandescent bulbs won't work for a planted tank. Most of that 30W is converted to heat, not light. The good news is you can replace them with some 13W daylight spectrum CFLs from the hardware store and have plenty of light for low-light plants and save 4W in the process.
