Is this a good Co2 set up and price?

I'm not a Co2 expert so I could use your advice. Is this a good setup? Someone will sell it to me for under $200:

A Victor Dual Stage rig using a Clippard Mouse Solenoid and Swagelok metering valve.

Good deal? The Clippard solenoid has been used but all else is new.
