Is this a good light?

That bulb is suitable for plants. Do you have the fixture for it? I'm assuming it's a t5 (HO? Maybe) bulb
 
Sorry I don't know what you mean by fixture.

The pic shows that it is 2500 k

The fixture is where the bulb plugs into. You can't make the light turn on unless it's in a fixture.

Kinda like a lightbulb. It doesnt light up until you screw it in.

The kelvins are way too low for a planted aquarium. You need to hit the 6500K-10,000K for really healthy plants of any kind.

What kind of plants do you have or planning on getting?

What size is your tank?

What size is your tank?

My tank is a 20 long
I have java ferns and crypts, I know they are better in low lights but I'm planning to get more plants that requires more lights
 
What kind of florescent light is it? You cannot just stick any bulb in it...

Sounds like you may have some more research to do regarding aquarium lighting for a planted tank :)
