it nesisary to run both the blue and white lights or can i just run the blue i have no corals

If you have no corals, you can run whatever light schedule you want. Though ime, fish tended to feed better with the whites on....not that big a different though.

Probably just a coincidence. Corals need that white light as well; not just actinics.
