What is the rule of thumb for lighting a SW FOWLR tank?

Can summone recomend a good set up for starting a 29 gallon sw tank?

If your going FOWLR NO lighting is sufficient! If you plan on going reef down the road you will want more, then your talking about MH, PC or VHO lighting!
