I have a 30" l x 23" h x 12" d tank and I'm looking for something cheap that can handle some decent corals.

Also I don't want to hang it it needs to sit on the glass top I have

I wouldn't sit any fixture on a glass top. As a matter of fact, I wouldn't have a glass top on my reef tank.
Then there are none under 300 that will work for you as far as I know. Either get creative and make some sort of legs or holder for the unit, or spend much more on something that comes with mounting legs.

this one came with a 1 year warranty and a little cheaper

I just ordered a second one of these for other tank

Check out OCreef, they have some decent fixtures.
I have the 72 watt LEDs and theyre pretty close to taotronics but you could probably put them on the glass.

They look to me like any other Chinese units people are re-branding.
