Lighting problems!!!!!

Hey everyone. I thought my light bulbs burnt out so I went and got new ones today and this is all that's it will light up. Any ideas? I wasn't sure if it may be the light ballast.

Are them starters in middle top and bottom? If so you just twist them out put some new ones in. What kinda bulbs are they? T8, T5. how old is fixture? Must be pretty old if it has starters in it. Kinda looks like a t12 Fixture. ...
