Lighting Upgrade Question

I have a 30 gal tank (36" long) with a standard lid which holds 1 20w bulb. I want to upgrade (without spending a fortune!!) and I'm wondering what my options are. I'm finding a bunch on ebay that seem to clip to the tank? If so, what should I put under the lights? Or keep the top open? I was thinking glass or plexiglass. So far the lights I'm finding are t5 output.....
 
You don't need anything between the lights and the water unless you have fish that are jumpers.
 
And you don't want to cover the tank with anything solid as that can lead to low pH issues.

First you need to decide what you want to keep in the tank. Corals? If so, what type?

I just just bought my 4th light fixture (in 6 years) so I will have enough light to keep anything I want.
