The tank appears clean. But not knowing if former occupants had sickness, I will want to clean it properly. Any advice? Thanks!

Well... Whatever you do DON'T boil anything!! :)

I was worried about using bleach water because someone told me it hurts the silicone.

If it has a lot of mineral or salt deposits use vinegar and water which disinfects as well as bleach. If you use bleach make sure you rinse well and use a little extra declorinator when you fill the tank. If you use vinegar make sure you rinse will as it can mess with the ph.
