my fish hate light

we just got our first fish tank last week and our fish (tetras) hide in the plants(fake) and dont move when the light is on. they dont even like to move around to eat when the light is on. as soon as we turn the light off, they become very active and use all parts of the tank. is this normal? we have a 10 gallon tank with a 15w 8000k t8 full spectrum light that came with the tank. should we get a different bulb or more plants? any help would be appriciated.
 
You could try floating pieces of broken up plastic plant on the water surface to attenuate the light and give them some darker patches of water to swim around in
 
Something else to think about is that they may be stressed from ammonia because if your tank is only 1 week old then it doesn't sound like it was cycled properly. If there is a lot of ammonia in the water it will make it hard for the fish to breath.

Do you have any liquid test kits to test the water for ammonia, nitrites and nitrates? You will need to keep up with water changes until your cycle is complete since you are doing it with the fish. If not your fish will most likely not survive for long I'm sorry to say.
