My Fluval 204 media setup: Good, bad, or ugly?

bottom chamber : 3 carbon bags

middle chamber: bio max cylinders

top chamber : bio max cylinders

all chambers PACKED..

is packed bad?

water quality: as i mention in another post, not the best - lot of small particles floating around

(29 gal , FW , livebearers , pleco & 2 clwn loaches)
