my foam ( bubbles ) don't reach the cone top of skimmer ?

my foam ( bubbles ) don't reach the cone top of my air stone skimmer what to do ... while i am keeping water level under the cup level cause when i raise it water enters to the collection cup

There is no where near enough air in that skimmer and the bubbles are way too big. Is it an air stone driven skimmer? If so, you need a way bigger air pump.
