PCV Cement?

Is PCV cement Aquarium Safe? or should I say saltwater safe...?

Yes, it's fine to use for salt or fresh..
Use the "clear" type primer if you don't want the purple look of the normally used joint primer in your tank.
 
Now that I know it's safe..... Which do I apply first the Primer or Cement then Primer.... I heard Cement first then Primer, Then I read Primer First then Cement last.... Which is the best way to do it?
 
Cut the pipes to size. A square cut (right angle to the pipe) is best. Bevel the edge and deburr. Wipe the pipe with a clean cloth to remove any debris. Pipes should be dry before using primer or glue. Prime the pieces then glue them together holding for 15 - 20 seconds for the glue to stiffen. Wipe off excess glue if necessary. Instructions should be on the side of the primer/glue can. Dry time can vary with the glue manufacturers specs, but almost all cure in 24 hours unless temp is below 50'F. Rinse well before use.
