He filter sits on the back of the tank. As it sits, it is not level and the tube I have that extends half way down the tank is about 2 inches off the back of the tank.
QUESTION:
Should I put some cardboard or something behind the filter where the bottom touches the outside of the tank, hence moving the inside tube closer to the inside wall?

I don't have that filter. Mine comes with a little plastic piece to level it. That said, what I would do to level it and make the tube parallel to the tank is to get some stick-on weatherstripping and put on the bottom side of the towards the tank, and build it up as needed. The plus is that if you need to you can trim it until it is just right and it is soft and will not harm the tank.

You certainly could use cardboard but it could slip and fall out. It is also not water resistant and could even get moldy.
 
Try a plastic bottlecap that you could glue on
