It looks like it's the same thing as this product that I have (except the Penn Plax product is a bit longer and expensive):

The product I linked to works okay.
The filter bag thingy works if needing to suction up debris without removing any water, as the debris gets trapped by the bag. The suction isn't very strong when the unit is fully extended, but still works.

The unit also works for water changes if needing a quick/easy way to start the siphoning action...of course, this would only be for those not using the Python to do water changes. I use buckets, since I don't have large volumes to change.

I used the algae scraper head only once, since my otos have been managing that issue. It was nice to have the scraped off algae get sucked by the unit, but that is a minor advantage.
