Pre-Seeded Sand or gravel?

It would be the same as those bacteria in a bottle. Unless the gravel is kept at the right temp, wet and hasn't sat on the shelf for weeks-months, its no good. I wouldn't bother.
 
IMO it doesn't cycle a tank any faster than dry substrate. Just more expensive.
 
The seachem stuff is good I used it on the 1000 gal and added fish after 2 days with no problems
