Protein skimmer help

Im having so many problems with this protein skimmer i have it connected so that a pump pumps water from the sump in to the uv sterilizer light then the water exits the sterlizer and goes into the protein skimmer threw the top it flows threw the skimmer down to the bottom and the bubbles come up from the bottom and it overfills into the top body of the skimmer but it fills up with more water than bubbles and it fills all the way to the top of the skimmer and that cuases the top of the skimmer to make a lot of splashes on the top my stand is soaked with water ive tryed to close the exit peice and that jus make water jet out of the skimmer and when i open it all the way the problem keeps going any advice?
