Protein skimmer pre-purchase advice

Am considering purchasing this skimmer but would like some input on whether or not it's a good skimmer and if it's worth the price. What should I offer the seller?

Never used qualified for 200 gallon tank

In sump skimmed with bubble diffused.

Half cone transition design

400mm x 260mm x 200 mm/600

Seller is asking $275

It's a good skimmer, but the pump isn't the greatest. It can be loud and sometimes have start up problems. You're not getting a deal on it either. You can buy 1 brand new for $5 more than his asking price. I would offer no more than $200.
