What does the "head height" rating mean? Is it an measurement of the "output" relative to the pump itself?

Head height is the distance of travel from the pump up to the output. If your sump is at floor level and the output is at the top of the tank than the distance from floor to top of tank is the head height. The greater the head height the more reduced the output will be.
 
Thank you very much... That's why I was asking - I noticed that the GPH of pumps is relative to "head height", but didn't know what that meant...
