Putting a sponge in front of the filter outtake to reduce flow?

I recently ordered a 5.5 gallon tank to house a betta. It comes with a filter. While reading the reviews (on various sites), many people said that the filter (which apparently is a Top Fin 10) produces a current that is much too strong and their bettas have trouble swimming against it. In the interest of not buying an additional filter, I also found someone suggesting a solution of putting a piece of sponge in front of the filter outtake to slow down the flow.

1. Is that safe?
2. ...Where is the outtake? I know that is a really stupid question, but I just don't know what each specific part of an HOB filter is called, and I would like to avoid placing the sponge in the wrong area. :facepalm:
