Question about compact fluorescent lights...

So, I have an Eclipse, five gallon hex tank with a compact fluorescent bulb in the hood fixture. Lately its started randomly flashing very quickly and some times wills go dark for extended periods of time.

Is this the bulb going bad or the fixture itself? It seems like an electrical problem of some kind.

Has anyone had experience with this and where can I buy a replacement hood by itself?

first thought would be the ballast going out, but could be the bulb..mine tend to go out all at once though (bulbs)
