I have an RODI unit that was producing 0-5 tds water. I changed the prefilters and its now up to 10-12 TDS. Is this still and acceptable range for a reef tank with hardy coral or should I be replacing the membrane?

You need to be replacing your DI resin when it no longer works...
Depending on your source water level just the RO system with a good TFC membrane could still let some TDS through.
It is De Ionising resins that do the final job...

DI Resin - Bulk Reef Supply

Before you change your DI resin try flushing it through for about 20 minutes and see were reading you get first.
