rust in tank?

this is an old tank i found in my basement, and it had some pipes inside it and it left tiny rust spots, i got as many off as i could, do you think thisll still be usable? (ive realized i still cant post pictures for some reason, but its only about an inch of small rust spits on the bottom silicone) it still holds water perfectly
 
It should be okay, I've used many old light fixtures with steel guards that were all rusty with HOB filters that would splash up on them.

I've also pulled up driftwood with supposed "stainless steel" screws holding them to slate that were completely rusty.
 
I'd say it'd depend on what your plans are, but there isn't any reason you couldn't use something like CLR or another rust remover to get it out of the system. I would simply flush it very well prior to adding any water to support live stock.
