Submersible Heater and Condensation?

Hey all you aquarist!

New member here, just wanted to say hello. Besides that, I have a tetra 20 gallon submersible heater that I've had for the past 3 years. I recently set it up after about 2 years with no use. It's been working fine the past couple of days, but now I'm noticing what looks like condensation/maybe water on the inside. I've been researching this and apparently it is a big no-no.

I will include a picture, so please tell me what you guys think.

If its showing signs of leakage best to replace it. Electricity, and water don't mix well.:hide:
 
I know, but...

That's the thing, I don't know if it's leakage or not. Did you see the attached picture?
I don't know what it means.
 
Better b safe then sorry best bet to find one someone's selling on here or something like amazon or the sort and +1 on electricity+water=bad news
