Substrate Heating - Is It Enough?

When building next aquarium I was thinking about making a substrate heating.

Is anybody using such heating system and can tell me if it is worth doing it?

Do I need some additional standard submersible heater or the well-made substrate heating system will be enough for the whole 500L aquarium I want to have?
