SWC 160 skimmer, anyone have experience?

So I ended up buying an SWC Xtreme 160 skimmer for my sump and I am having a hard time getting it working. It came with no instructions, just a picture of what it should look like once set up. I put it in a tub with about 9 inches of water to test it out. It turns on and fills with water but I only get a handful of large bubbles in the main body.

Obviously there is something I am doing wrong, but the lack of instructions combined with my inexperience with in-sump skimmers is making this hard to figure out.

Anyone have experience with this style of skimmer?
