T5 bulbs not firing

Just finished installing the 48" (4) bulb retrofit and having problems with the bulbs firing. When I turn them on, they flash and thats all. They do this everytime I turn them on. I undid all the wiring and then rewired with no luck. Any suggestions?

Are the bulbs new, i had a similiar problem with older bulbs that had built up crude on the ends and after i cleaned them presto it worked fine. I know they say to replace older bulbs but i used an older bulb for a saltwater setup in my freshwater tank, boy is it brighter than the original bulb they give you with the aquarium.

They are new bulbs. No used parts anywhere in the ligthing setup.

I would take that SAMPLE any day!
