T5 ho problems

I just bought used GLO 24 inch T5 high output light. It came without bulbs so I had no way to check if it works. After installing 2 new light bulbs (zoo med 24W T5 ho) unit lights up for two seconds and goes off. When unplugged and plugged back in it lights up again and goes off in couple of seconds. What is the problem wit it?
Little back story of the light itself. It was a display merchandise in lfs. When lfs went out of business, light was given to someone who was going to use it as shop light but realized value of and sold it to me. I think light was never used, not even in the lfs.

sounds like the balasts are bad

Does the fixture have a starter in it? That or like above, the ballast is bad.

Already called guy I bought it from and will return it on Monday.

So I went to return the light. I got my money back and guy asked me if I want to keep the light. Why not! Already ordered new ballast for it from BRS.
