t5 light wont turn off!!!

i got a cheap programmable t5 off craigslist, it has no brand name and i've had it for 3 days... the first day it worked perfectly, but last night when i was gonna turn of the lunars and put the fish to bed #1 would not turn off... there are 3 numbers. 1 is for two interior lights 2 is for the outer two and 3 is for the lunars. There is a red indicator light that tells you which light(s) on and when i push 1 the indicator shuts off and turns on but the lights wont turn off. i have it apart right now and found a wire that looked damaged so i fixed it and still wont work... circuit board looks ok... no other wiring problems that i can see... anyone have any ideas????

I am not electrically inclined at all. What did the seller indicate on the listing. Did they say the lights were working properly?
