T5 lighting rating problem

hey guys, bought a t5 fixture today. It says 21W on the box. Im guessing that this is its rating. The owner then sold me a 39W bulb and told me to take out the orignal one and replace it with the 39W bulb. My question is that if the 21W fixture will be able to run the bulb.

My thoughts are that either it wont supply enough power to the bulb and it wont work properly or it will try and supply the 39W and burn out. Any experience with this is welcome. I need to know if i should take it back tomorrow or if i should set it up.
 
A 36" 21w T5 bulb is a normal output bulb. A 36" 39w bulb is a T5HO (high output). The fixture may fire the HO bulb, but it won't be at 39w. I would take the fixture back and get a T5HO fixture.
