My apartment does not have AC. I usually keep my tank around 73. The temp today is climbing close to 78. Anybody know what i can do to keep temp. Down?

Blowing a fan across the top of tank(surface of water) can help.
Most everything should be fine up to 80 easy IMO if your water quality is all good.
