Too Much?

i have a 29 gal that i am just about to set up. my question is, will a filstar xp3 be too much for that small of a tank? i do not have Outflow Regulator just the basic tubing. also i am planting this tank.

one other question the hood i have is a eclips pfe 3 with built in light. when i got it the filter system was striped. the plug for the light has this hum noise coming from it. i believe the balast is in the plug itself. is the hum noise normal or should i fix/replace this?

I had an xp3 on a 29 and it was fine. Some lights do make noise so id say its normal as far as replacing it depends if you can deal with the noise or not.
