What exactly is Acintic Blue?

I am hearing talk about Acintic Blue for fish and plants both. Google, thus far, is not much help. What exactly is it and where do I find lights that put that out? Also, what effect does it have on plants and fish vs. a common magenta lamp?

Actinic is a light wavelength between 420 and 460 nm. It is a dark blue color and is used in sw not fw. Plants don't get anything from it, but corals do. It can make certain fishes colors look nice as well but yeah it is used in saltwater not fresh
 
Ok. It's "almost" a Woods lamp (common blacklight) but a slightly longer wavelength.
