what is/do I need a skimmer?!

I've been noticing skimmers and overflow's come up in discussion a lot and I would like to know what the deal is. what would be the reason to purchase one and what are the benefits. i have a 29g tank with just over a dozen little fish.

skimmers are not necessary, nor do the normally work, on Freshwater home setups. you are reading saltwater discussions. Overflows are for sumps (under tank tanks that act as a filter...also not needed in your setup.)
