What is this?

Ok I have a simple filter for a 5 gallon tank I got at walmart.works fine but recently the waters.gotten cloudy.I put a new filter cartridge in and it kinda helped..but anyways what is the white brisky thing that sits in front of the filter change out?do I need to change that too?

Is it a new tank? It might be cloudy b/c of a bacteria bloom and nothing to do with the filters. Is the tank cycled or cycling? Do you have fish? Normally the filter media should'nt be replaced (regardless of what the packaging says) unless it's literally falling part. The filter media will contain the beneficial bacteria your tank needs to stay healthy. There are some links in my signature that might help you. Not sure what you mean about the "white brisky" thing....a pic might help.
