This is a bed filter from what it says I can't get the inside cleaned much.... Do I need it for a SW tank?

it's a fluidized bed nitrate reductor. beneficial bacteria is supposed to to colonize the sand that is held in suspension by water flowing up from the bottom of the cylinder, I've never used one and have heard mixed reviews of their effectiveness
