Where does this thermometer read at?

This is the thermometer I have in my aquarium. Perhaps I am just being thick right now (I give as my excuse that I am trying to put the finishing touches on my last project for my master's degree, I swear I am intelligent). For example, is that 40 read at the line it sits on top of,or somewhere else? I'm thinking my tank might be too cold for my goldfish.

Haha, yeah it's the line it sits on top of. Kudos on the degree at any rate.
