Fry questions swordtails and platys

Have a 10 gallon fry tank with 20 swordtail fry and 30 platy fry. The swordtails were born 3 weeks before the platy but there are some fry that are just as small as the platy fry - like they aren't growing. Should the runts be culled? Also, can I start feeding them baby brine shrimp?
