Exceeds quota?

What does it mean when I try to attach a pic and the app says "this exceeds quota by 140"? Its just a regular sized pic from my phone. Never saw that before today. I have pics on my thread, but none loaded to my profile, so how am I exceeding anything? Confused.

Is there a way to erase existing attachments?
