When I tried to submit a photo to potm it said "cannot allocate memory".
Is there a certain number of photos you can post?

Yep. Whenever that happens, just delete some of your past photos. Go to Manage Attachments, and clean out all the photos from really old threads that you won't need anymore. That's what I do.

Go to User CP, it should be under Miscellaneous--->Attachments on the left column. Then just click the photos you don't want anymore.
