DO NOT CUT the pipes. It will be very LOUD if those drains are not submersed. Do you have any macro algae in there yet? That will probably eliminate any bubbles getting to the return.

I would use new sand (playbox sand @ $5.00/50pounds from a home store) and use the top inch or two from the existing tank to seed it. That give you about a 50/50 mix of new and old.
