I am pretty sure I had a parasite that killed all my fish. My tank with plants has been running without organisms for a few weeks. Is it safe to reintroduce fish or should I take all the water out and recycle?

I recently got a nerite snail. He is pretty big. Once I put him in the tank he was moving quickly around. Today, however, he has not moved and his trapdoor is up. The only fish I have in my tank is an angelfish. Is my snail dead?
