i suspect excess nutrients since they don't look like fast growing plants..
for me, best way to get rid of algae is to use a fast growing plant with med to high amount of light to soak up all the nutrients.. xD
works better than introducing pest snails... Otto is too gentle, it won't get rid...

and what do you mean by a fishless cycle?
for only 2 days, your water is probably not cycled properly... even if you add bacteria, it still takes some time to be fully established.
how is your lighting level?

Don't think it's over. I usually use a over rated filter for me tank. it usually works better.
Some fishes like strong current, some don't. So it will really depends on which variety of fishes you have in the tank.
lolx, I guess most people shake in tank water to defrost. For me, I just place the cube on top of the aquarium light. The heat defrost it pretty fast, then I just dump them into the water.
Normally I just feed 1 cube or 2, depends on the rate of feeding. Just add normal flake food or something...

there are several plants that behave this way:
cryptocorybe parva - long leaves that spreads open under high light, almost vertically up in low light
glossostigma - will grow up and not spread unless under high light
I can think of 2 possible causes
1) Light too high, try lower the wpg.
2) Type of light used. I read somewhere that blue (actinic) works better for red plants. But unable to verify this. Something to do with green plants absorbing more red lights and red plants absorbing more on the other...
Hmm.. not too sure about Java Moss. Somehow it refuse to grow well in my tank even though the rest of the plants are doing great, even my christmas moss is growly very fast.
