Run a UV sterilizer. More on the expensive side but gives you crystal clear water and kills micro organisms in the water. My waters been crystal clear since day one with it. I'll never go without one now.

To answer your other question, using purigen and carbon together does no harm. In fact you can actually use purigen instead of carbon. It's known to last longer and it's rechargable (money saver!). I personally will run both at times.
