Plants may go through a "melting" period when switching tanks due to different water, light and ferts. They should adjust and begin to grow once they acclimate to your tank.
You should probably not move a livebearer into a breeding net until she squares off and is a day or hours away from giving birth. It would stress her too much.
Definitely need it lower as in your second pic. Also, most people put the intake pipe and the outflow pipe on opposite sides of the tank to improve flow.
They all say that for liability purposes. For this it should be fine. That line just get's them off the lawsuit hook should somebody ise their products improperly and have a problem.
Do you have just the two fish in the tank? Don't fuss too much with ph right now. As the cycle gets going the nitrification process will bring ph down quickly so high is good for now. Any fish-in cycle I have done has taken about 8 weeks and during this time you should check ammonia levels...
No issues with Krylon it's aquarium safe after curing. I use it in and out of the tank. Visual effects are your biggest problems and you can use a razor blade if necessary to cure that issue.
